Congressionally Directed Spending (CDS) Fiscal Year 2026
Community Project Funding, also known as Congressionally Directed Spending (CDS), allows members of Congress to request direct federal funding for specific local projects that benefit their communities. These requests support targeted investments in public infrastructure, public safety, health, education, and economic development, helping local governments and nonprofits meet urgent community needs that might not otherwise receive funding through traditional federal grant programs.
The City of Douglas is submitting Congressionally Directed Spending (CDS) requests to address critical local needs and invest in the future of our community. These targeted requests focus on enhancing public safety, expanding recreational opportunities, and strengthening emergency response capabilities, projects that directly impact the health, safety, and quality of life of our residents.
1. Douglas Community Innovation Center – $2,400,000 (Top Priority)
The City of Douglas is seeking $2.4 million to transform an existing city-owned facility into a modern Community Center. This center will provide inclusive access to indoor sports, after-school programs, community events, and workforce development initiatives. As a rural border community with limited recreational infrastructure, this project aims to foster health, reduce isolation, and invest in the next generation of Douglas residents.
2. Strategic Upgrade for the Douglas Police Department’s Emergency Response and Operations – $627,054.75
This funding will enable the Douglas Police Department to enhance its emergency response capabilities, particularly in school-based incidents such as active shooter situations. The request includes the acquisition of 20 mobile tablets equipped with Navigate360 safety software, new patrol vehicles, printers, scanners, airsoft training equipment, and tire deflation devices. These upgrades aim to reduce emergency response times, modernize technology infrastructure, and enhance safety for officers, students, and residents.
3. Enhancing Emergency Readiness: Firefighting Equipment and Life-Saving Technology Upgrade – $1,866,795
The Fire Department seeks funding to replace outdated vehicles and acquire vital life-saving equipment. The request includes one Type 3 wildland fire engine, one Type 6 rescue engine, one new ambulance, and five LUCAS CPR devices. With the city's expansion due to the new Commercial Port of Entry and annexation of surrounding areas, this equipment will enhance response capacity in both urban and rural settings, improving survival rates and infrastructure resilience.
