About the Douglas General Plan Update

What is the General Plan?

The General Plan is the overarching policy document that outlines the next 10 years of future growth and development for the City. The General Plan adheres to a community vision, incorporating diverse goals, policies, and maps which collectively facilitate the effective execution of the plan. Essentially, the General Plan serves as a framework that dictates future social, economic, and development decisions.

Why update the General Plan now?

The Arizona Revised Statutes require every city in Arizona to update their General Plan every 10 years and in doing so, reach out to voters for their opinions. Douglas citizens last ratified the General Plan in 2002, allowing the City to make decisions based on what residents desire.

What topics does the General Plan address?

State legislation mandates the inclusion of certain topics or “elements” within the General Plan based on a community’s population. The City of Douglas, given its size, is required to address and update the following elements in accordance with Arizona Revised Statutes:

  • Land Use
  • Water Resources
  • Housing
  • Growth Areas & Population
  • Open Space & Recreation
  • Cost of Development
  • Transportation (Circulation)
  • Environmental Resources

Additional General Plan topics:

The City of Douglas may also include additional elective elements in the General Plan that covers topics such as:

  • Economic Development
  • Sustainability & Resiliency
  • Smart Cities, Public Facilities
  • Historic Preservation
  • Arts & Heritage

These priorities provide a more targeted and explicit approach compared to the wide-ranging values and strategies found in the existing General Plan.
